When a currency's value is allowed to fluctuate according to the foreign exchange market, it considered to be a flexible exchange rate. There are both positive and negative implications of this. For those countries that are uncompetitive due to their inflation rate, flexible exchange rates present an opportunity to compete in the global market (stocks). Secondly, since the rates are not fixed, flexible exchange rates do not allow governments to manipulate interest rates (e.g. increase interest rates in order to increase demand for its currency); thus this ensures the prevention of anomalies in the process (e.g. decrease in demand and increase in unemployment).

With a flexible exchange it is difficult to assess the exact levels of return and risk; thus it creates a sense of uncertainty amongst global markets and its investors. If I were an investor, I would likely steer away from any form of uncertainty. Flexible exchange rates can also pave the way for inflation. For example if import prices rise and exchange rate fall, then that country’s economy can experience inflation.

I was unable to find any policy documents specific to whether GSB funding can be used to fund part of an event at which alcohol will be available. According to the Activity Authorization Form: "Alcoholic beverages may be permitted in a limited number of cases where special social events are being scheduled. Requests for the use of alcohol must be made to the Vice President for Business and Finance well in advance of the event to allow adequate time for due consideration and a decision." I'll start looking into that. I also found the University's alcohol policies which seem to say that it is ok to have a cash bar if the event meets certain criteria, which I beleive we will.

Thanks Willie, I was beginning to think I was the only one that had trouble navigating my way through this subject. The articles we were assigned were at times confusing and at times required re-reading and contemplation. But in the end I have to agree – Siemens has contributed greatly to pedagogy, but he has not created a new learning theory. Verhagen was very dismissive of Siemen's theory and this bothered me to no end. That is why I found several others (Kerr, Kop and Hill) that while they dismiss his notion of a "new" theory were nonetheless appreciative of his overall body of work. That is where I would like to leave this discussion; appreciative and in agreement with Siemens on his excellent "best practices", but not at all convinced that this is a new learning theory.

Steve Lohr, in his article, “Computer Science Education: It’s Not Shop Class,” states that the National Science Foundation(NSF) wants to reform and expand computer science in schools to “better prepare students for a 21st-century economy.” The goal is to de-emphasize the learning of computer applications like Microsoft Office which the NSF equates to shop classes which teach basic skills. The solution is to equip students with logical reasoning and structured problem solving skills that can be easily transferable to other professions. In computer science, “students gain awareness of the resources required to implement and deploy a solution and how to deal with real world restraints.” (csta.acm.org , K-12 Model Curriculum) This is all well and good but grave problems exist. Computer Science K-12 courses are at the mercy of “state and local affair,” most notably, superintendents and school committees. Most high schools are eradicating computer science in their curriculum due to budget cuts and standardized learning. Computer science courses are electives and most states have comprehensive assessments exams that must be passed to matriculate out of high school. Therefore, most of the extra monies allocated are spent on standardized core subjects. In addition, far too many teachers go into computer science education. I can’t argue with anything that is stated above.
At Tewksbury Memorial High School, I have been teaching computer science for 13 years. I first came onboard as a History/Basic Programming teacher. I pretty much learned programming on my own. I took a few courses and read many books and stayed current as Basic progressed to QBasic and then Visual Basic. In 1997, I did not have any books and developed a curriculum from scratch with a great deal of handouts. I finally got programming books in 2002 and still use them today along with supplementary materials. The industry has progressed to Visual Basic Net but we still use Visual Basic 6.0 because of budget issues and the prevailing thought by the administration that what we have is adequate to give the students a good overview of Visual Basic and the ability for them to decide whether they want to pursue programming applications in the future. In 2002, I was assigned to teach C++ Programming, a course that only ran the year before and was taught by a math teacher. I had a summer to learn C++. I took a course at my expense and read numerous books and applications on the subject. Again, when I started, I had to rely on my books and various problems to develop a curriculum. I called on ex-teachers who taught C++ or were knowledgeable in the subject. I can honestly say my students have not been shortchanged on the education they have received from me because I am a hard worker who keeps current and the number of my students who go on to a career in computer science or information systems bears witness. For the record, I received C++ books just this academic year. Our “local affair” needs to be educated to see that with programming, students learn logic that will allow them to make sense of their surroundings. Learning about algorithms helps students to methodically find solutions to problems in all academic areas.
As mentioned above, The NSF believes that we are too focused on teaching students to use software applications. These courses are defined as the “digital equivalent to shop classes.” Computer sciences classes in the article are unequivocally not shop classes? I disagree. First of all, shop classes teach basic skills that transfer to any economy. How can one minimize the importance of learning carpentry, electricity, plumbing, cabinet making. They are marketable skills as are computer applications. Most jobs require proficiency in various applications because they provide the communication element that is essential in any job. Word processing, spreadsheets, data bases, and e-mailing, are but a few applications that address communication. I also believe that computer science is also vocational in nature.
Computer science provides skills. It helps you to break down problems, analyze them and provide a solution. You need tools in shop classes, you need code in computer science. Just because you don’t work with your hands per se, does not mean that computer science is non vocational. Take robotics for example. You assemble a robot using circuitry which equates to basic electronics. You devise a plan as to what your robot should do. You code your plan to provide the solution. Vocational classes, computer applications and computer science are all applied arts and at my high school, we treat them as such.
By the way, what exactly is the “magic of computing?” We are not supposed to be teaching applications but teaching “the magic of computing.” Does it mean to expose more students to computer science? Does it mean we show students how computer science skills can help them with their problem solving skills in other subjects? Are there job opportunities in computer science? How do we get more computer science teachers in the high school? As Alfred Spector states in the article, “the main goal is to broaden the funnel, to show more kids the extraordinary depth of this field and all you can do with it.” How do we do this? Will students buy into this? It’s great to throw out these questions but what are the solutions?
The Obama administration has allocated more funds to STEM programs in schools, yet, with budget cuts, how do we keep computer programming classes in the main stream? First of all, in my opinion, we have to convince the “local affair” of the benefits of computer science. It augments human thought and provides logical reasoning that translates to other subjects. Then, we must market computer science to elementary school students. We have to get them early. There are a lot of programming applications geared to younger students. For instance, Susan Rodger, a computer scientist at Duke University has developed an animated program that uses the power of storytelling to draw students into creating their own worlds. Students create little stories and don’t realize that they are in fact using code. In the early 1990's I was a computer consultant working in elementary schools in the Archdiocese of Boston. I taught a simple Apple program called Logo. Young students loved it. They could move a turtle across the screen and even animate it. If we can pique interest at a young age, it might translate to more students taking computer science at the high school level and even beyond.
Secondly, how can we find qualified individuals to teach on the high school level? Perhaps the states could offer incentives much like they do in some states for math and science teachers. According to a blog on the Computer Science Teachers of America’s site, the NSF has secured a grant called “Operation Reboot” that will retrain unemployed IT workers and provide them with teacher certification. Thirdly, assuming we are successful in getting more students engaged in computer science and they go on to major in it in college, are there employment opportunities? Of course there are opportunities but most computer science/ IT positions are outsourced to low paying contract firms in both domestic and overseas locations. As a blogger stated in the New York Times blog in 2009, “there is a fundamental issue here that Washington is glossing over and that is that for a job to be attractive to anyone, it has to be a job not the promise of one. Anyone going into the technology field sees a number of jobs going overseas and until politicians wake up to the fact that we have to protect our jobs then nothing will change.”

At Tewksbury Memorial High School, I am fortunate that the students take computer science. We market the courses well in our course catalogue and emphasize that the students will learn real world applications as well as gaming applications. We tell them that the courses will be more or less project driven and that they will have a say in taking control of their course leaning. We invite all levels of student to participate in these classes and usually, after taking one course, the students look forward to taking another. We tell the students that they will work hard but have fun doing so. Computer programming in my high school is an applied arts course and that implies my students will take the skills that they learned and carry it over to their other courses and to the real world. So, I guess you could say, computer science is vocational.
